
The ten SHAs, in association with the DH, have selected an innovative consortium to develop and implement the World Class Commissioning (WCC) programme. MHS, Kaiser Permanante, Humana, Dr Foster Intelligence and Ernst & Young – led by McKinsey – have been selected to work with all PCTs and SHAs over the next year or so.
The compliance and assurance system – based on the experience of the PCT pilots in the North West – will be further developed by Summer 2008. It will then be consistently implemented across the NHS in 2009. PCTs have strongly contributed to this work and, with SHAs, it has been agreed that we will organise a number of regional conferences for all NHS organisations to understand the programme in greater detail.
This includes the obligation to produce a 3 year PCT strategic plan during 2008/09 which will accommodate the publication of the NHS Next Stage Review in Summer 2008. No formal WCC organisational rating will take place during 2008/09 to give PCTs time to adjust to this new system – although PCT assessments will naturally take place during the year.
